Who needs an Apostille, and what is it exactly?
Most European countries need the Apostille when they get married overseas. For countries that jointed the 1961 Hague Convention, "the authentication process requires just one official form called an Apostille to accompany the birth, death, marriage, or divorce certificate. In the State of Hawaii, Apostilles are prepared by the Office of the Lieutenant Governor.
For nations who have not joined the Convention, the authentication process requires two separate forms to accompany the certificate. In Hawaii, one of these forms is called a Certification and is prepared by the Lieutenant Governor’s Office. Approximately 90% of our clients are Europeans. And most will leave the islands soon after their wedding ceremony. In that case, we offer to submit the couple's Apostille request for them. Last year the process was quite simple. We took the one page "Request For Certified Copy of Marriage Record" pay the $10.00 fee and the $1.00 Apostille fee. The licensing office mails off the documents to the clients.
Now there are new rules. We can't just drop off the requests as before. Now clients must make a photocopy of their picture ID (passports etc.), write a note authorizing HWW to submit their requests, sign and date the form. The person submitting the form will also need a picture ID.
